Manager, Attendant Care
Under the direction of the Director, Client Services, and through the lens of the Independent Living philosophy, the Manager, Attendant Care Program oversees and manages the planning and day-to-day operations of high quality, client centred and responsive attendant care services to maximize operational effectiveness in alignment with Vibrant Community Health’s mission, vision, values and strategic priorities.
The position will also work closely with the Director, Client Services and other Vibrant management colleagues, stakeholders and partners to plan and implement health system transformation and integration initiatives.

Summary of Duties
Service Delivery Management
Implements, evaluates and monitors program operations to ensure effective service delivery, manage issues and mitigate risks
Oversees overall client service delivery including client service agreements, staff training, conflict resolution, health and safety, and risk management
Estabilshes and maintains relationships with clients and supports effective and timely information sharing and communication between clients and staff
Leads the development of adequate staffing levels and schedules to ensure maximization of service delivery
Provides 24-hour management coverage on a rotating weekend basis, covering shifts and making critical decisions on behalf of the organization following established policies and procedures
Manages the planning and implementation of new/expanded programs, services and initiatives including attendant care outreach, sector based PSW upskilling initiatives and other integrated services with Vibrant’s health services and health promotion team
Performance and Quality Improvement
Defines performance and service delivery measures; regularly reviews and analyzes service delivery and other relevant performance data to inform planning, operational and service improvement opportunities and performance reporting
Identifies, coordinates, and leads quality improvement initiatives to promote program improvement, service delivery efficiency and effectiveness and client satisfaction
Reviews and updates service plans with clients on annual basis or as required
Monitors, audits and directs effective practice to manage risk and address quality and health and safety issues
Participates in organizational wide quality assurance and business improvement initiatives including participating in accreditation processes in areas related to attendant care programs and services
People and Resource Management
Participates in annual budget development process identifying financial and human resource requirements to support health services programs and services
Monitors and manages all relevant budgets and resources to ensure financial accountability.
Provides supervision and direction to the Site Supervisors and the Scheduling and Planning Coordinator to ensure effective operations and service delivery
Manages all aspects of people management for direct reports including recruitment, orientation, coaching, mentoring, conflict resolution, performance management and learning and development
Acts as back up to site supervisors during scheduled absences (i.e. vacation)
Develops strategies and initiatives to promote a safe work environment including training, communications and increasing awareness
Promotes a culture which respects equity, inclusion, diversity and anti-racism and encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive work environment
Qualifications/Skills
Minimum 3-5 years of progressive experience in leadership positions in attendant care or personal support services
Post-secondary education preferably in health or social services or equivalent combination of education and experience
Previous management experience in a unionized environment an asset
Experience in a community-based health care setting an asset
Extensive knowledge and understanding of the Independent Living Philosophy and the principles and practices of attendant care/personal support services
Experience working with people with physical disabilities a strong asset
Demonstrated analytical, decision-making, program planning and problem-solving skills with experience in collaboration and partnership development
Strong organizational, evaluation, issues management and time management skills
Ability to develop and monitor budgets
Ability to be flexible to the daily changing needs within the community and to handle challenges with compassion and resolve
Excellent relationship management, interpersonal and communication skills with the ability to diplomatically and effectively communicate with staff, clients, partners and the public
Demonstrated ability to work independently and manage priorities
Understanding of health system and community health sector including strategic issues facing the system and related sectors
